Set visible layers on startup

I have Acrobat X Standard and routinely export my dwg's to pdf's with layers. Long story short, I need to be able to set the initial view to not have all layers on due to the amount of layers. When I go to Layer's Properties, everything is greyed out - I see the initial state options but I must be missing something to be able to make the changes.
