Insert Page From File -> Startup folder location setting

My question is strange but this is what I am looking after. I use Insert Pages -> From File feature to insert a file into another PDF File. When I click "From File", a file selection dialog comes up from which I select a file. Everything works alright. I have no issues with the insertion of file.

 

But my question is, the file selection dialog that comes up, is by default opened up to a folder from where I last used Insert File. But I instead want it to modify its startup location to the folder where my PDF file is located.

 

Example -: I have opened up this file C:\MyCompany\File1.pdf. Now if I click "From File" it should by default be at C:\MyCompany folder (the same location as File1.pdf). Instead what is does is that it goes to a folder where I last used "From File"

 

So - Is there any setting which can take me to the file's location? If not, is it possible to create a custom add-in that does the Insert Pages from File with the custom startup location?
