I see. But will the OS assigned port numbers be limited to high numbers only? Is there a safe lowerbound?

Why do Flash clients still use high ports in 50-60K range for RTMFP p2p streams, even if Adapter.xml changed to 19350-19399?

there is no way to influence which port a client will use for itself. the configuration item you are using controls what ports on the server will be used for RTMFP, to which clients will connect from their random ports.
Flash Player clients use an OS-assigned random UDP port for their own RTMFP instances.
