Yes, I mean scroll as zooming using ALT+Shift+Scroll.
I'm on windows system (that's why i have Alt key

It does the same, but it's slower and not that obvious. When I minimize the app and get back, it works fine for few seconds, then it gets back to this.
I suppose there is something like smooth zooming in CC and when it is on, this happens, when i minimize and maximize the app, it zooms in steps as it was in previous versions and that works ok.
