Do you have a purchased serial number for the Premiere Elements 10 that came loaded with your computer?
If not, a way out possibility, go to the Adobe web site (http://www.adobe.com), sign in, and then, in the Search field, type in My Products.
Follow the links to My Products. Hopefully, you will find you Premiere Elements 10 listed there. Clicking on the Premiere Elements 10
listing should reveal the serial number.
You reported that burn to DVD-VIDEO on DVD disc has the "media not present" problem.
But, in the case of the burn to AVCHD on DVD disc, what is the problem there - same thing, "media not present" or something else?
Please remind me - what computer operating system is your Premiere Elements 10 running on? For now, I will assume Windows 7, 8, or 8.1 64 bit.
Let us try the deletion of the Adobe Premiere Elements Prefs file and, if necessary, the deletion of the whole 10.0 Folder in which the Adobe Premiere Elements Prefs file exists.

and in the 10.0 Folder is the Adobe Premiere Elements Prefs file that you delete. If that does not work, then delete the whole 10.0 Folder in which the Adobe Premiere Elements Prefs file exists. Be sure to be working with Folder Option Show Hidden Files, Folders, and Drives active so that you can see the complete path cited.
