Print to "postcript" ?   Don't use it, dont know what it is.

I have no idea what you mean when you say try to manually distill it.

Sorry, you're dealing with a 101.

The Adobe PDF printer is a PS driver particular to PDFs. From the web page, select file>print, change the printer to Adobe PDF, check the print-to-file box, print. This will create a PS file, though it may be listed as a PRN file. Open that file in Distiller and see if you get a PDF. If so, the basic process works. Now the problem is figuring out what is messing up. Next step is to try the print again, but without the print-to-file box checked. If this step fails, it suggests your basic problem is AcroTray not running in the background (it automates the process of bringing up Distiller and completing the creation of the PDF. Distiller 9.5.5 seems to be part of the Acrobat 9.5.5 suite. That should work fine on Win 7, 64-bit (I use it on a 32-bit system).

I would suggest going to Help>Repair (in Acrobat) and see if that resolves the issue. Acrobat should also be at 9.5.5. You may need to check for compatibility since Acrobat is a 32-bit process and may need to be told to run as a 32-bit process (I am not good at this aspect). If you have updated your browser, that might be a problem. However it appears you are using the print option and so the problem is likely related to AcroTray. For Windows, use ctrl-alt-del and check for the running tasks. If AcroTray is not listed, then go to the Acrobat folder (may be under Distiller folder) and start it. If that solves the problem, be sure AcroTray is in the start folder of your system.

I dont have the option to "print to file" . (see image below).

AcroTray is indeed running in the background.

Did you see the video clip of what's occurring? : http://youtu.be/fNYf3ZkUgmo

If anyone is interested in sharing my screen, I'm open to it.  Then we can post the resolve here so others can benefit.
