I imagine the bantering will be mostly on the internet - I doubt Adobe will be spending much time talking to Canon about it. But your point is well taken - most software can open Lr5.5 jpegs, so problem seems to be DPP, yet DPP can open jpegs from most other software which makes it seem like problem is Lr.
In a court of law it could be resolved by scrutinizing the spec, but in the real world it's more practical - If Canon wants DPP to support Lr jpegs, they'll change their software (regardless of whose fault it is). Thing is, Adobe just released Lr5.5 and it sure ain't gonna change until Lr5.6 or 6.0 - so, fingers-crossed for a fix from Canon.
In the mean time, consider hooking an export filter up to Lightroom and see if it helps, e.g. Jeffrey Friedl's Metadata Wrangler, or there are a number from me that could be tried if that doesn't help.
